The present paper aims to review open and distance learning in the context of present challenges and opportunities, describe relevant concepts and contributions, outline some significant current global and regional trends, suggest policy and strategy considerations and identify UNESCO's initiatives in this area, including its role in capacity building and international co-operation. While the paper is not intended to impose only particular policy or model, it is hoped that it will assist Member States, especially the developing countries, in defining appropriate policies and strategies helping them make the best use of available distance learning technologies corresponding to different cultural contexts and stages of development.
